The black cap you see hanging there is supposed to go on top of the white spout. By then, gas already spilled out of it.
When stored, the can looks like that, the nozzle is always sticking out, even though it can be turned.
When using, you first have to move a little lever and then press on the handle. Once you start tilting the can, gas spills out from the assembly. I even took it apart and resealed it, it still leaks.
The can has to be stored as pictured, upright. As soon as fuel gets above the filler opening into the spout assembly, again, it leaks.
